This is the first in a series of questions we put to the candidates running for Los Altos City Council. This week: Do you support or oppose Measure D (the Parking Plazas Initiative)? Why?

Larry Lang, Candidate for District 4

“No, I oppose Measure D. It could have focused just on parks and plazas – the question motivating most signers – but proponents extended the language to require ballots before the city meets its housing obligations under state law. If it passes, Los Altos faces multimillion-dollar lawsuits and unconstrained Builder’s Remedy projects.”

Larry Lang’s Submitted Bio

Larry Lang has served on the Los Altos City Council for the past two years, currently as Vice Mayor. His work has focused on improving housing availability, advancing environmental priorities, especially decarbonization and strengthening public safety with particular attention to fire preparedness. A technology entrepreneur by background, he brings a practical, problem-solving approach to city government. He also serves on the board of Hidden Villa, the 1,600-acre educational land trust in Los Altos Hills, and previously served as board president of the Los Altos History Museum. He and his wife Katherine have lived in Los Altos for decades, raising three daughters who attended local schools. Larry remains deeply committed to Los Altos as a place where families, businesses and community life can continue to thrive.

Anky van Deursen, Candidate for District 2

“Measure D replaces thoughtful, transparent decision-making by elected representatives with costly citywide elections. Representative government gives residents a powerful voice enabling decisions to be made publicly with professional analysis, accountability and flexibility to meet changing needs. No on Measure D.”

More than 35 years ago, my family and I came to this area for a high-tech job opportunity. Like many of you, Los Altos became home. We raised our two children here, and through them, I became deeply involved in our schools and community. I served as: Education Chair at the PTA of Oak Elementary, Chair of the PTSA of Mountain View High School, and President of the PTA MVLA PTA Council. I also co-founded the Dutch School Silicon Valley, and served as community mediator with the LAMVCF.

My professional career has given me a unique perspective that I believe would be valuable for our City Council. I studied law in the Netherlands and began my career as a corporate attorney in the high-tech industry. Today, I work in local government, with experience as a housing manager for the City of Mountain View.

These experiences have shaped my collaborative, service-oriented leadership style. They taught me the importance of listening, building consensus, communicating clearly and working collaboratively to achieve meaningful results.

Lynette Lee Eng, Candidate for District 2

“Measure D gives our community a meaningful voice in decisions affecting our public lands. Democracy depends on transparency, public engagement, an informed electorate and protecting the right to vote. Accountability ensures our community resources are managed thoughtfully. Every voter deserves the opportunity to exercise their vote in this community decision.”
