UPDATE OF THE CIRCULATION AND SCENIC ROADWAYS ELEMENT OF THE GENERAL PLAN. While the Town’s General Plan has historically contained policies and programs to promote safe and efficient travel corridors, the subject Circulation & Scenic Roadway update integrates goals, objectives, policies, and programs to address “Complete Streets,” consistent with State legislation. In addition, the proposed Update introduces new goals, policies and programs for Bikeways and Pedestrian Facilities and includes minor updates to policies and programs. FILE #79-12-MISC. CEQA Review: In conformance with CEQA requirements, an Initial Study and Negative Declaration were prepared. A Notice of Intent to adopt a Negative Declaration was published in the Town Crier on July 30, 2014. The notice was also submitted to the Santa Clara County Clerk’s Office for a 30 day public review period which began on July 30, 2014 and ended on August 30, 2014, no comments were received. The proposed project is an update to the Circulation & Scenic Roadways Element of the Los Altos Hills General Plan pursuant to the California Complete Streets Act of 2008. Complete street policies are intended ?to fulfill the commitment to reduce greenhouse gas emissions, make the most efficient use of urban land and transportation infrastructure, and to improve public health by encouraging physical activity.? The goal is to “reduce vehicle miles traveled (VMT) and to shift from short trips in the automobile to biking, walking, and use of public transit” (AB 1358).

NOTICE TO DESTROY BRUSH
NOTICE IS HEREBY GIVEN that on May 19, 2015, the Board of the Los Altos Hills County Fire District passed a resolution declaring that brush creating a fire hazard were growing or have potential of growing upon, or in front of the property on or nearest to the property described in this notice, in the District, and more particularly described in the resolution and that the brush constitutes a public nuisance which must be abated by the removal of said fire hazard. Otherwise the brush will be removed and the nuisance will be abated by the County and the cost of removal shall be assessed upon the land.
NOTICE IS FURTHER GIVEN that property owners shall, without delay, remove all such brush from their property and the abutting half of the street in front and alleys, if any, behind such property and between the lot lines thereof as extended, or such brush will be destroyed or removed and such nuisance abated by the County Fire Marshal, in which case the coast of such destruction or removal will, including but not limited to administration costs, be assessed upon the lots and lands from which, or from the front or rear of which, such brush shall have been destroyed or removed and such cost will constitute a lien upon such lots or lands until paid and will be collected upon the next tax roll upon which general municipal taxes are collected. 1. Description of Work: The City of Los Altos, Santa Clara County, California, invites sealed bids for furnishing the removal of existing raised boardwalks, seating areas and a bridge, installation of instream bank stabilization structures, construction and installation of new boardwalks, seating areas and a bridge and associated abutments. All work on this project is located within the Redwood Grove Nature Preserve as shown in contract drawings.
2. Contract Documents: A copy of the plans (half-size) and specifications shall be obtained from the office of the City Engineer, City Hall, 1 North San Antonio Road, Los Altos, California, 94022 for a non-refundable fee of 40.00 or visit the City?s website to download the PDF files (http://bids.losaltosca.gov). Copies may also be inspected at the office of the City Engineer.
3. Labor Compliance. Pursuant to paragraph 7-1.01A, Labor Code Requirements, of the General Provisions in these specifications, Contractor is required to comply with California Labor Code Section 1770, et seq. This Code requires the Contractor to pay their workers based on prevailing wage rates established and issued by the Department of Industrial Relations, Division of Labor and Statistics and Research.
Pursuant to SB 854, all contractors or subcontractors bidding on public works projects must be registered with the Department of Industrial Relations (DIR). No contractor or subcontractor may be listed on a bid proposal for a public works project (submitted on or after March 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5 [with limited exceptions from this requirement for bid purposes only under Labor Code section 1771.1(a)].
No contractor or subcontractor may be awarded a contract for public work on a public works project (awarded on or after April 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5.
This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations.
4. Pre-bid Site Review: A pre-bid conference is not scheduled for this project. Prospective bidders are directed to Section 2-1.03 of the Standard Specifications regarding examination of the site of work.
5. Contractor’s License: The Contractor is required to have a Class A General Engineering contractors license for this work. All bidders shall be licensed under the provisions of Chapter 9, Division 3 of the Business and Professions Code of the State of California to do the type of work contemplated in the project.
6. Location of Bid Submittal and Date and Time of Opening: Said sealed proposals shall be delivered to the City Engineer of said City on or before Tuesday, June 23, 2015 AT 2 PM at City Hall, 1 North San Antonio Road, Los Altos, CA. Proposals received will be publicly opened and read aloud at that time.
7. Time of Completion of Work: The work shall be completed and ready for full use within SIXTY (60) calendar days, the first day of which shall be the date specified in the City Engineer’s “Notice to Proceed”.
8. Project Administration: All questions relative to this project prior to the opening of bids shall be in writing and directed to the City Engineer, City of Los Altos, 1 North San Antonio Rd., Los Altos, CA, 94022.
Special direction is directed to Section 2 of the General Provisions for full directions as to bidding.
