Los Altos School District

NOTICE OF AVALIBILITY of a Draft Environmental Impact Report (EIR)

NOTICE IS HEREBY GIVEN that the Los Altos School District (District), acting as Lead Agency under the California Environmental Quality Act (CEQA), has prepared a Draft EIR) for the subject project. The public review and comment period for the Draft EIR extends from March 6, 2015 through April 20, 20

The Draft EIR addresses the potential environmental effects associated with the District?s Provision of Facilities for Bullis Charter School (2015-2016 to 2018-2019 school years) (project). The project would provide school facilities, including the installation of several new portable structures at the District?s Ardis G. Egan Junior High School and Georgina P. Blach Intermediate School campuses for use by Bullis Charter School, and would relocate the Stepping Stones Preschool to new portable structures to be installed at the District?s Covington Elementary School campus to support and accommodate the projected increase in the number of Bullis Charter School students and associated faculty/staff at Blach.

The District conducted a preliminary review of the proposed project and determined that the proposed project could result in significant effects related to transportation, which was analyzed in the Draft EIR. All remaining topics were analyzed in an Initial Study, prior to the completion of the Draft EIR, and were found to contain impacts that could be mitigated to a less than significant level. This includes impacts related to: air quality, biological resources, cultural resources, geology and soils, hazards and hazardous materials, and noise.

The Draft EIR identified one significant and unavoidable impact related to transportation. The District, as project sponsor, would carry out the identified mitigation measures and administer the Mitigation Monitoring and Reporting Program.

The Draft EIR is available for review at the District?s Main Office, located at 201 Covington Road, Los Alto, CA 94024, and on the District?s website at: http://www.lasdschools.org/District/.

Comments on the Draft EIR must be received by the District, in writing, by the end of the review period, which will close at 5 p.m. on April 20, 2015. Submit comments by U.S. Mail or E-mail to:

Title: El Monte Road Preservation

STPL-5324(007)

Project Description:  The work consists, in general of traffic control, replacement/construction of concrete curb ramps, replacement of concrete curb and gutter, 2-inch full road width grind, 6-inch AC digout base repairs, traffic detector loop replacement, 2-inch hot mix asphalt paving, pavement markings and striping replacement, adjustment of utility covers/frames to finish grade, and all associated work.

The work is to be completed within THIRTY (30) working days.

At the time this contract is awarded, the Contractor shall possess a Class A license or a combination of classes required by the categories and types of project work included in this project.

Bidders are advised that, as required by federal law, the Town of Los Altos Hills has implemented Disadvantaged Business Enterprise requirements for Disadvantaged Business Enterprises (DBE).  The DBE Contract goal for this project is eight percent (8.0%).

The Town of Los Altos Hills hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, religion, national origin, ancestry, place of birth, sex, sexual orientation, age, or disability in consideration for an award.

Each bid must be accompanied by certified or cashier’s check, or bidder’s bond duly executed by a responsible corporate surety authorized to issue such bonds in the State of California, made payable to the Town of Los Altos Hills for an amount equal to at least ten (10) percent of the amount bid.

The successful bidder shall furnish a Labor and Materials Bond and a Faithful Performance Bond.

The right is reserved, as the interest of the Town may require, to reject any or all bids, or to waive any informality or minor irregularity in the bids.

The Project requires the payment of prevailing wage rates. Pursuant to Labor Code Section 1770 et seq, the general prevailing wage rates in the county in which the project work is to be done have been determined by the Director of the California Department of Industrial Relations. These wages are set forth in the General Prevailing Wage Rates for this project, available from the California Department of Industrial Relations- Internet web site at http://www.dir.ca.gov/DLSR/PWD. Future effective general prevailing wage rates, which have been predetermined and are on file with the California Department of Industrial Relations are referenced but not printed in the general prevailing wage rates.

Attention is directed to the Federal minimum wage rate requirements in the Special Provisions. The Federal minimum wage rates set forth in this project as predetermined by the United States Secretary of Labor are set forth in the books entitled ?Notice to Contractors, Special Provisions, and Contract Documents?. The Federal minimum wage rates for this project may be obtained directly from the Department of Labor home page at www.gpo.gov/davisbacon. Click on ?Browse All Determinations By State?, then click on ?California?, and then click on the ?Highway? determination for Santa Clara County. Addenda to modify the Federal minimum wage rates, if necessary, will be issued to holders of the plans and specifications.

If there is a difference between the minimum wage rates predetermined by the Secretary of Labor and the general prevailing wage rates determined by the Director of the California Department of Industrial Relations for similar classifications of labor, the contractor and subcontractors shall pay not less than the higher wage rate for project work. The Department will not accept lower State wage rates not specifically included in the Federal minimum wage determinations. This includes “helper” (or other classifications based on hours of experience) or any other classification not appearing in the Federal wage determinations. Where Federal wage determinations do not contain the State wage rate determination otherwise available for use by the Contractor and subcontractors, the Contractor and subcontractors shall pay not less than the Federal minimum wage rate, which most closely approximates the duties of the employees in question.

The Contractor may elect to receive 100 percent of payments due under the contract from time to time, without retention of any portion of the payment by the City, by depositing securities of equivalent value with the City in accordance with the provisions of Sections 22300 of the Public Contract Code.  All expenses of such substitute deposit shall be borne by the Contractor.  Securities eligible for investment under the section shall include those listed in Section 16430 of the California Government Code or certificates of deposit of a bank or savings and loan association.  The Contractor shall be the beneficial owner of any securities substituted for monies withheld and shall receive any interest thereon.  Such securities, if deposited by the Contractor, shall be valued by the City’s Administrative Director, whose decision on valuation of the securities shall be final.

Alternatively, upon the Contractor’s request, the City will make payment of retentions earned directly to the escrow agent. The Contractor may direct the investment of the payments into securities, and the Contractor shall receive the interest earned on the investments upon the same terms provided for securities deposited by the Contractor.  Upon satisfactory completion of the contract, the Contractor shall receive from the escrow agent all securities, interest and payments received by the escrow agent from the City, pursuant to the terms in Section 22300 of the public Contract code.
